Vietnam: Prime Minister Directs Completion of two Mekong delta expressways by December
On December 19, 2025, Prime Minister Pham Minh Chinh is set to oversee and direct the opening of two key expressway projects in the Mekong Delta.
On July 21, as part of his working trip to the Mekong Delta, Prime Minister Pham Minh Chinh inspected construction sites and encouraged engineers, workers, and staff involved in two major expressway projects. He emphasized the goal of completing and opening to traffic the first sub-project of the Chau Doc - Can Tho - Soc Trang expressway and the first sub-project of the Cao Lanh - An Huu expressway by December 19, 2025.
In the morning, the Prime Minister visited the starting point of the first sub-project of the Chau Doc - Can Tho - Soc Trang expressway, located in Chau Doc Commune, An Giang Province.
At the construction site, he praised the Party committees, local authorities, and residents of An Giang for resolving challenges and advancing the project ahead of schedule. He also commended the project management unit and particularly the contractors, including Truong Son Construction Corporation, for embodying the government’s directive by maintaining round-the-clock work shifts, including weekends and holidays, under all weather conditions to accelerate progress. Truong Son Corporation reported that the site currently operates 19 work fronts with approximately 240 staff and workers and 116 machines and vehicles.
Although the official completion date is set for June 2026, this sub-project is considered the most favorable among the four sub-projects of the Chau Doc - Can Tho - Soc Trang expressway, particularly due to An Giang’s proactive sourcing of sand, gravel, and stone materials. Therefore, the Prime Minister directed that construction be accelerated to ensure completion no later than December 19, 2025.
Prime Minister Pham Minh Chinh also approved in principle the investment in two new roads connecting to the international border gates of Tinh Bien and Khanh Binh in An Giang, linking them with the starting point of the Chau Doc - Can Tho - Soc Trang expressway. He assigned the Ministry of Finance to allocate funding support for the province.
The Prime Minister called on local Party committees, authorities, and the people of An Giang to continue supporting the engineers and workers both materially and spiritually, stressing: "No engineer or worker should feel alone on the construction site”.
In the afternoon, the Prime Minister inspected the first sub-project of the Cao Lanh - An Huu expressway in Dong Thap Province, particularly at the junction connecting the first and second sub-projects.
At the site, he instructed stakeholders to further shorten the timeline and strive to complete and open the first sub-project of the Cao Lanh - An Huu expressway by December 19, 2025, and the second sub-project by April 30, 2026. He also emphasized the need to invest in fully completing four express lanes, rather than the current limited four-lane setup.
Regarding the funding needed for early completion, the Ministry of Finance was tasked with finalizing procedures to seek approval from relevant authorities to allocate capital. Meanwhile, related agencies were instructed to prevent corruption, misconduct, or waste.
The Prime Minister also directed provinces with rock quarries (such as An Giang) to adjust their extraction capacity and prioritize supplying materials for the project. Contractors were urged to increase manpower and equipment, working in three shifts with four crews per day to accelerate construction.
Alongside the push for speed, the Prime Minister underscored the importance of ensuring quality, engineering standards, aesthetics, safety, and environmental sanitation across all projects. “If anything is needed or lacking, it must be reported immediately”, he concluded.
