Strengthen management for outsourced warehouses by export processing enterprises

The General Department of Vietnam Customs requests local customs departments managing export processing enterprises to supervise cargo transported in and out of outsourced warehouses by surveillance camera systems.
The General Department of Viet Nam Customs said that as per current provisions, export processing enterprises are allowed to rent warehouses to store raw materials, supplies and finished products.
However, in order to strengthen the management and supervision of the Customs authority for the operation of export processing enterprises and outsourced warehouses, the GDVC requests local customs departments to strictly monitor and prevent violations.
Accordingly, the GDVC also asks the local customs department to supervise cargo transported in and out of the outsourced warehouses by surveillance camera systems; and inspect and control cargo in and out of outsourced warehouses to promptly suspicious signs and risks to apply appropriate management measures.
Coordinate with relevant customs in inspecting and supervising cargo stored at outsourced warehouses; conduct unplanned inspections for this cargo and check the cargo when detecting suspicious signs or arbitrarily consumed domestically.
Check the legal compliance of export processing enterprises and conduct inspections at least once a year.
The GDVC requires local customs departments to plan and assign each customs officer to manage and control the cargo in and out of the outsourced warehouses; and control the outsourced warehouses to discover suspicious signs and risks.
Actively exchange and provide information on the operation of export processing enterprises at the outsourced warehouses with customs branches managing the enterprises.
